Role: Chief Executive Officer

Location: The role will be Hybrid working from home with an expectation to also establish a presence at our offices in Stratford, London and Manchester. There will be a need for travel throughout England to participate and engage with stakeholders as required.

Remuneration: Up to £160,000 depending on the candidate’s experience.

Founded in 2009 and granted Royal Charter Body status in 2018, the National Citizen Service (NCS Trust)is the leading public body dedicated to youth development and a key part of the Government's National Youth Guarantee. Offering trips away from home, community programmes, and online experiences, NCS helps young people discover their strengths and prepare for the world of work. With over 1,000,000 experiences provided and more than 18 million hours of volunteering since inception, NCS continues to make a significant impact. In 2023/24 alone, we delivered over 170,000 experiences. Our mission is to empower youth by building skills, fostering respect for diversity, and supporting personal growth through various year-round activities. We collaborate with over 300 local partners to ensure young people can grow their strengths and realise their potential, promoting social cohesion and putting youth at the forefront of our efforts. Managed by the NCS Trust, we strive to deliver impactful experiences aligned with our vision, mission, and values.


About the role

We are seeking an inspiring CEO to lead and ensure the success of the National Citizen Service programme. The CEO will be accountable to the NCS Trust Board and Parliament for managing public funds and achieving Key Performance Indicators. They will build and lead a high-performing executive team, ensuring that NCS's values—Accountable, Future Focused, People of Integrity, Adaptable, Inclusive, and Empowering—are embodied throughout the organization.

The CEO will collaborate with board members, senior leadership, and stakeholders to develop and execute NCS's long-term strategy. They will act as the public face of NCS, fostering strong relationships with government bodies, local communities, and corporate partners. The ideal candidate will have exceptional leadership, financial acumen, and interpersonal skills, with a track record of strategic success and stakeholder engagement. This role demands a commitment to empowering young people and advocating for their development through the NCS programme.


The Person

We are seeking a dynamic and committed Chief Executive to lead with operational excellence and efficiency. The ideal candidate will streamline decision-making processes, ensure robust financial controls, and identify alternative income sources for long-term resilience. They will be a visible and inspiring leader, fostering a culture of delegation and empowerment while upholding the Trust’s values of equity, diversity, and inclusion. Collaboration with the Board and HM Government on strategic development is essential, alongside a strong social media presence and digital awareness to amplify the brand. The candidate must understand the unique challenges of marginalised young people in England, be a credible ambassador for NCS, and maintain strategic relationships with key stakeholders. Leading cultural change with empathy, they will inspire staff and volunteers from diverse backgrounds to achieve the Trust’s vision.
