Executive Vice President, Infrastructure Operations

Our client is looking to hire an outstanding Executive Vice President, Infrastructure Operations, who will be responsible for supporting a workforce of over 1,000 people and four major centers dedicated to multidisciplinary science, engineering, and technology. These centers include Infrastructure Operations, Safeguards and Security, Infrastructure Services, and Facilities Management. You will be responsible for every facet of the widespread facilities, infrastructure, and personnel security as well as the construction and maintenance of new and existing buildings and effective emergency management.

Duties and Responsibilities 

  • Provide leadership in the following capacities: management for the government owned and contractor operated (GOCO) facilities in conjunction with the contracting officer and the mission associate laboratories directors, the facilities and infrastructure for scientific research that satisfy the DOE/NNSA programmatic needs in the design of construction activities for all projects, document the project management of projects and collaborate with other NNSA contractors
  • Oversee and direct a significant team of over 1,000 and a $300M annual budget 
  • Lead broad infrastructure operations with an internationally recognized center-of-excellence in national security solutions
  • Leverage your executive leadership and technical expertise to bring your vision of next-generation facilities to life
  • Showcase your potential to take on additional responsibilities and advance in the company 
  • Collaborate with and influence national security executives across governments and industries worldwide 
  • Foster program development and help define technical strategy 
  • Contribute directly to the organization's long-term research and systems strategy 
  • Demonstrate your commitment to influential leadership, creating relationships both internally and with external parties to reach consensus on complex strategic issues
  • Improve organizational efficiency while concurrently improving overall organizational performance
  • Conduct action reviews after incidents to ensure up-to-date emergency management response procedures 
  • Develop human capital plans for the Infrastructure Operations Division 
  • Evaluate, approve, and direct organizational studies and organization designs to maximize resource allocations and assure successful mission fulfillment 
  • Create relationships across the laboratories and with external parties to reach consensus on complex strategic issues, demonstrating cultural and individual differences among parties to maximize success and champion team decisions 

Minimum Qualifications 

  • Five or more years of experience in operating a large, multi-site facilities organization related to complex high consequence operations
  • Outstanding verbal and written communication skills with the ability to alter your messages for varying audiences, including sponsors
  • Experience applying innovations to develop solutions to practical problems
  • Financial and business savvy coupled with the ability to analyze metrics
  • The ability to drive change with a continual focus on increasing value to the customer
  • Senior management-level strategy development
  • Strong business insight with the ability to effectively communicate with a broad range of technical and non-technical audiences including customers, suppliers, engineering, purchasing, and finance
  • Integrative thinking with a demonstrated ability to solve complex, multi-faceted problems with due consideration for business and strategic consequences
  • The ability to serve as a value focused agent of change with a proven track record for leading infrastructure operations in a multi-site environment
  • Demonstrated leadership and partnership across a diverse, multi-mission organization that includes commitment to diversity and inclusion across the workforce
  • Ability to obtain and maintain an active DOE Q-Level Clearance*

Preferred Qualifications 

  • Prior experience with DoD and/or other government agencies
  • Experience with defense contractors
  • BS degree in a relevant engineering or related technical discipline
  • Fifteen years of experience in an operations leadership role or equivalent combination of education and relevant experience
  • Project Management Professional Certification preferred plus a Six Sigma certification (Green belt, Black belt, LEAN)
