KēSTA I.T is actively seeking a Business Analyst for an immediate contract engagement with our government client.

 

Work Location: This position is hybrid.

 

Job Description:

We are seeking a Senior Business Analyst to deliver outstanding customer service while supporting project and work request needs for the Environment, Great Lakes, and Energy. This role involves contributing to a new IT solution focused on issuing, analyzing, and monitoring energy rebates, working with our client’s subject matter experts, vendors, and the public. Key responsibilities include serving as the liaison, providing expert facilitation, elicitation, and process modeling to develop strategies and requirements for future enhancements and related projects. Additionally, this role involves participating in various work requests and contributing to the operational activities of the BA team.

The ideal candidate will have strong facilitation skills for requirements elicitation, testing, and system configuration. Exceptional customer service and advocacy for agency compliance with our client’s policies are crucial. The candidate must quickly understand applicable constraints and enablers to assist in navigating them successfully. Daily activities include attending various project and BA team meetings, confidently discussing current activities, understanding needs, and providing input to meet objectives. The role also involves ongoing analysis of requirements/user stories, identifying needs during discovery sessions or UAT cycles, and defining potential changes, including impact analysis.

You should be self-directed, well-organized, relationship builders, quick learners, and adaptable to changing needs or directions. Candidates must have at least 12 years of general BA experience. Remote work may be allowed at the resource manager's discretion, but candidates should be prepared to report to a Lansing, MI location as per our client’s return-to-office guidelines.

 

Responsibilities:

· Facilitate requirements elicitation meetings and perform gap fit analysis and requirements refinement.

· Review, analyze, and evaluate business systems and user needs, formulating systems that align with overall business strategies.

· Experienced in business process reengineering and identifying new technology applications to solve business problems, enhancing business effectiveness.

· Familiarity with industry standards, business process mapping, and reengineering.

· Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.

· Document user needs, program functions, and steps to develop or modify computer programs.

· Prepare and document Functional and Technical Specifications for reporting and data warehouse work.

· Assist with business warehouse/intelligence support and enhancements.

· Develop RFPs and assist in deploying and managing end-user reporting tools and platforms.

· Work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions.

· Provide knowledge transfer to the Enterprise Reporting Team for all solutions.

· Knowledge of relational database concepts and client-server concepts.

 

 

Required Skills:

· Minimum of 7 years in business process review and requirements elicitation/documentation, including process modeling.

· Minimum of 5 years developing/managing user stories in Agile development projects.

· Minimum of 2 years working with senior management to facilitate strategy discussions, develop roadmaps, and resolve opposing positions.

· Minimum of 2 years supporting the development/compliance of statements of work and other work agreements/contracts.

· Minimum of 2 years on projects developing/implementing IT solutions for public use.

· Minimum of 1 year conducting analytics on program effectiveness.

· Minimum of 1 year working on IT infrastructure projects.

· Minimum of 1 year working with programs governed by state and/or federal regulations.
