KēSTA I.T is actively seeking a Programmer Analyst for an immediate contract engagement with our government client.

 

Work Location: This position is hybrid.

 

Job Description:

The Programmer Analyst plays a dual role encompassing both analysis and programming responsibilities. This role involves gathering and documenting precise and testable business requirements, thoroughly understanding them, and communicating effectively with both technical and non-technical stakeholders. The role requires working with project teams to examine current and future business processes, data, and systems to guide requirement gathering related to system functionality.


Responsibilities:

Analyst Responsibilities:

  • Document business requirements that are clear, unambiguous, and testable, following standard templates and adhering to our client’s policies, standards, and guidelines.
  • Facilitate requirement gathering meetings to identify impacted business processes and document project business requirements with relevant team members and stakeholders.
  • Maintain the project backlog during Agile projects, collaborating with the product owner to set priorities throughout the project duration.
  • Monitor the requirements process to ensure adherence to project objectives and scope.
  • Ensure stakeholder inclusion and awareness regarding data requirements and high-level information governance objectives.
  • Resolve critical IT issues related to the business analyst role.
  • Assess the impact of changes to project scope or business requirements and understand project-specific benefits.
  • Complete, review, and approve SEM deliverables in alignment with area processes.
  • Collaborate with project team members, including UI/UX designers, tech leads, solution architects, database administrators, developers, QA testers, and technical writers, to ensure understanding of requirements and system functionality.
  • Work with the security team to develop system security plans (SSPs).



Programmer Responsibilities:

  • Apply advanced principles, theories, techniques, and methods in web application development and design.
  • Work collaboratively and independently on projects and tasks using Agile and traditional project management methodologies.
  • Participate in project review meetings and workgroups, presenting gathered information to the project review board, project sponsors, and technical review board, and providing clarifications.
  • Create, update, and maintain systems and IT program documentation, including system and functional specifications.
  • Draft technical models capturing data element requirements and design data elements to meet application needs.
  • Develop software code based on reusability, approved architecture/design, and compliance with security (SADLC) and State of Michigan standards, policies, and procedures, including ADA compliance.
  • Mitigate application-level security risks and remediate vulnerabilities promptly.
  • Participate in structured walkthroughs, code reviews, and stage exits, following configuration management and change management procedures.
  • Support project documentation requirements by following System Engineering - SUITE standards for Agile and Traditional methodologies.
  • Perform application unit, string, and integrated testing to ensure compliance with business and technical requirements.
  • Develop test scripts, plans, and cases for unit, string, and integrated system testing activities.
  • Analyze and document problems to determine root cause and provide root cause analysis reports.
  • Develop user manuals and conduct user training sessions.
  • Evaluate modification and enhancement requests for impact on existing projects and applications.



Required Skills:

· Experience developing requirements for application development in collaboration with customers.

· Experience creating functional and technical designs and documentation.

· Proficiency in developing applications using Microsoft Visual Studio/Azure DevOps/C#/.NET/MVC/JavaScript.

· Experience with data access and manipulation, including queries, stored procedures, and Entity Framework.

· Experience developing secure applications and system security plans.

 

Nice to Have:

  • Experience developing and executing test plans, suites, and cases. ADO test plans are a plus.
