The Hire Solution Has partnered with a municipality in the South DFW Metroplex area for the position of Purchasing Agent or Buyer. This is an immediate attempt to hire or possibly direct hire opportunity with a great working environment. The ideal candidate will have procurement experience, preferably within a nonprofit, governmental, or municipal environment. Job duties will include:

·      Develops and maintains a working knowledge of the organizations’ purchasing laws; ensure all

laws are followed while maximizing the use of the organizations’ funds and increasing the efficiency for all participating departments

·      Assists with and reviews all bid proposals, selection of contractors and negotiation of contracts in

order to procure the most cost-effective supplies, materials and services from the most qualified and responsive bidder

Manage the P-Card program for all employees who are authorized

·      Assists organizations’ personnel in the utilization of accepted procurement practices to ensure the laws of the State of Texas are followed, thereby maximizing the use of

funds, reducing the workload and increasing the efficiency of departments

·      Schedules, coordinates and conducts pre-bid and bid opening meetings and evaluation committee


·      Assists Departments with the preparation of and reviews staff agenda reports for bid and proposal

award recommendations to the Council

·      Develops and maintains a working knowledge of all available local, state and national purchasing


·      Makes recommendations for cooperative memberships to ensure we achieve the best value on all materials, supplies and services

·      Analyzes buying patterns and reviews alternative sources to determine the best source and/or new

source to purchase commodities

·      Coordinates intergovernmental purchasing with other public entities through approval of inter-local

purchasing agreements and researching other public bids

·      Maintains purchasing information, files and records for the purpose of ensuring availability of

documentation and compliance with established policies and guidelines

·      Reviews and checks for accuracy and compliance with applicable rules and laws all purchases

greater than $3,000 processed for payment; contacts departments as needed in order to obtain

clarifying information

·      Ensures vendor award compliance with HB 1295 (Texas Ethics Commission)

·      Maintains the invoice processing software module; develops training aids and/or manuals; assists with department-related policies as well as trains city-wide users on the

software module, including accounts payable preparation

·      Maintains and updates Procurement Manual and provides purchasing training to all staff

members with purchasing responsibilities

·      Provides guidance to staff and vendors regarding rules, regulations and ordinances and

State of Texas purchasing law

·      Reviews, analyzes and resolves complex purchasing problems and transactions

·      Reviews repetitive purchases for incorporation into contracts that are economically


·      Legal eligibility to work in the US without sponsorship

·      Bachelor’s Degree in Public Administration, Business Administration/Management, Accounting, Finance or a related field preferred


·      High school graduate or equivalent with five years purchasing experience

·      Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities Governmental Financial experience and at least 3 years of

purchasing experience preferred
