Construction Services Project Manager - Houston, TX

Our client is a well-established, nationally recognized company based in Houston, TX, specializing in full-service, EPC, specialty engineering, procurement, construction, and testing and commissioning for complex medium and high voltage electrical infrastructure projects throughout North America.


Position Overview:


Our client is seeking a dynamic individual for the role of Project Manager in their Construction Services division. The successful candidate will play a key role in overseeing safety, financial, operational, and administrative functions for high voltage utility projects. This position requires strong leadership, project management skills, and the ability to collaborate effectively with clients, construction managers, schedulers, and subcontractors.


Responsibilities:


Project Proposal:

  • Define and comprehend project scope
  • Identify and provide deliverables
  • Assist in defining project resource requirements
  • Manage subcontractor bid packages and communications
  • Oversee pricing sheet assembly and completion
  • Manage proposal schedule

Project Initiation:

  • Understand complete project scope and contract
  • Manage subcontractor selection, notification, and possible re-pricing
  • Schedule and execute project kick-off meetings with clients and subcontractors

Project Execution:

  • Develop and manage the project team, assigning roles and responsibilities
  • Develop and maintain project schedules
  • Oversee successful management of labor and capital resources
  • Plan and participate in progress and strategic planning meetings
  • Maintain control over project budgets and margins
  • Approve subcontractor invoices and handle client billing
  • Identify, mitigate, and resolve project issues
  • Assure compliance with safety policies and standards
  • Manage project scope changes and change orders
  • Communicate project updates and performance metrics
  • Oversee QA/QC of Engineering and Procurement deliverables

Project Closeout:

  • Complete all change order activities
  • Verify material delivery, complete invoicing, and process payments
  • Ensure closure of project purchase orders
  • Verify testing and commissioning documentation completion
  • Complete as-built drawings and revisions
  • Compile ECS project QA/QC documents
  • Finalize customer billing, including retention
  • Complete ECS substation closeout document

Additional Responsibilities:

  • Adherence to stringent industry safety regulations
  • Creation, management, and reporting of resource plans and performance data
  • Monitoring and reporting of project financials
  • Schedule management, critical path analysis, and dispute resolution
  • Documentation of all project activities and communication
  • Interfacing with client representatives regarding project progress and challenges
  • Providing technical support for construction and participating in planning
  • Facilitating and coordinating project-related conferences
  • Supporting business development and other areas of Substation Services as directed
  • Mentoring Assistant Project Management resources

Education and Work Experience:

  • Prior experience managing contracted work with Municipal and/or Investor-Owned Utilities
  • Thorough understanding of utility industry practices/standards, operations, and contract management with an emphasis on power projects
  • Understanding and experience with the Inflation Reductions Act ( IRA ) relative to projects where it can be applied.

Skills & Abilities:

  • Accurate processing of written documentation
  • Timely execution of duties
  • Highly organized with the ability to interface with personnel at all levels
  • Proficient understanding of Project Controls, Earned Value Management, and Risk Management
  • Extensive proficiency with Microsoft programs
