Chief Operating Officer - Lead and Transform a U.S. Federal Agency

Areas of focus:


  • Key Advisor to the Director: You will serve as a key advisor to the Director, participating in major decisions and providing strategic and operational expertise.
  • Program and Policy Management: You must be skilled at overseeing assigned units or program areas, directing policy implementation,approving significant courses of action, and providing measurable results.
  • Leadership and Staff Development: Leading, motivating, and developing employees, making HR decisions, and promoting innovation, creativity, and excellence while adhering to equal employment principles is critical to the success of this role.
  • Strategic Planning and Resource Management: Setting objectives, developing short- and long-term plans, and managing resources to achieve organizational goals are key components of to the strategic health of the organization.
  • Senior Advisory Role: You will serve as a senior advisor to the Director, offering technical authority on complex, mission-critical areas with broad implications.


What you'll do:

  • Direct Administrative Functions: Oversee the Agency's administrative functions, including budget, personnel, procurement, IT, records management, facilities, risk management, strategic planning, and emergency operations through subordinate executives and managers.
  • Analyze and Recommend Solutions: Provide solutions for complex legal and factual questions related to the interpretation and application of statutes, regulations, policies, and legal instruments as they apply to internal Agency decisions, policies, and programs.
  • Advise the Director: Serve as the primary advisor to the Director on operational matters, offering expert advice and support in all aspects of managing Agency operations.
  • Develop and Execute Policies: Collaborate with senior executives to develop, establish, and execute operating policies that support the Agency's objectives and goals.
  • Support Strategic Goals: Advise on short-term and long-term planning, budget development, and execution to support the Agency's strategic goals.
  • Coordinate and Guide Operations: Ensure administrative and operational matters are accomplished consistently and timely across all Agency offices.
  • Develop and Advise on Strategies: Advise on and develop management strategies, policies, and goals, ensuring effective implementation and priority attainment.
  • Provide Management Support: Assist in policy development, priority determination, and goal setting for the Agency, participating in discussions, conducting analyses, and interpreting complex materials.
  • Communicate on Behalf of the Agency: Represent the Agency in communications with various offices, federal agencies, regulated entities, and external parties, including meetings and gatherings.
  • Handle Special Assignments: Perform critical, urgent, and confidential assignments as directed by the Director.

Salary

The targeted salary range for this position is $250,775–319,750 a year. For the right candidate a sign-on bonus can be negotiated to assist in relocation. Performance-based bonus structure.
