Position Title: Program Manager

Position Location: Silver Spring, Maryland


Daily Responsibilities:                                 

  • Managed a cross-matrixed team and work with COR to delineate work to focus staff work, control costs, and prioritize work to meet potentially evolving government requirements to prevent unauthorized or unnecessary rework or refinement to previously approved work products.
  • Onsite oversight of work and supervision staff ensuring work is performed efficiently, accurately, on time, and in compliance with the requirements of the contract.
  • Advise the Government of any problems / issues encountered during the performance of the contract and suggest a resolution of the difficulty.
  • Development and submission of monthly reports and tracking and documenting consultative support and studies and analysis deliverables.
  • Develop and maintain a tailored Work Breakdown Structure (WBS) using the Project Management Institute (PMI) Practice Standard for WBS.
  • Provide Translation support in working with DHA, MHS, the Services, the Department of Veterans Affairs (VA) and other federal offices, as required.
  • Develop and maintain a Program Management Plan, Quality Control Plan, and Contingency Operations Plan
  • Provide support to studies and analysis for the purpose of preparing special reports, studies, analyses, communications, and briefing papers on various topics related to overall agency activities and process management.


Required Years of Experience (min):       

  • 7 years of program management experience in the execution of large projects


Required Degree/Certifications:              

  • Masters/Doctoral level Degree
  • Change Management Professional Certification
  • PMP certification


Required Experience:

  • Experience in implementation science support services in the DoD arena is preferred
  • Be able to demonstrate project management expertise managing large projects; and facilitating interagency coordination within the DHA.
  • Facilitating interagency/organization coordination.
  • Able to read, write, and speak English fluently to effectively communicate. Can enunciate with sufficient clarity to be readily understood.
  • Sufficient initiative, interpersonal relationship skills and social sensitivity such that they can relate constructively to a variety of people from diverse backgrounds.
  • Excellent time management and communication skills; able to work in a team environment and concurrently support several active projects.
  • Proficient with office equipment (e.g., computers, multi-line telephone system, voicemail, facsimile, copier, printers), as well as business software for word processing, presentations, spreadsheets, and email communications. This includes, but is not limited to, Microsoft Office suite (i.e., Word, Excel, PowerPoint, and Outlook).


Required Clearance:

  • Security/Background Check.
  • Ability to obtain and maintain a Secret clearance.
