 Vice President of Financial Services

  Job Description The Vice President of Financial Services oversees strategic financial planning processes, budget development and implementation, accounting and fiscal management, financial audits, contract negotiations, sound investment of funds, and other financial activities. Job duties are accomplished in accordance with generally accepted accounting principles, federal/state regulations, Company policies and guidelines, and in conformity with sound business practices. This position, is a member of the senior leadership team and reports directly to the President. Location Los Angeles, CA  

Essential Duties Summary

Serves as the chief advisor to the President on strategic matters related to budget development, finance administration, the safeguarding of financial assets and resources, ensuring regulatory compliance, and providing timely delivery on a wide array of financial and business services to internal and external constituents. Develops reliable estimates of income and expenditures for various  programs and initiatives and makes recommendations that assure regulatory compliance and ongoing balanced budgets. Serves as the Chief Financial Officer. Functions as the primary point of contact for the Board of Trustees Finance and Investment and Audit Committees. Serves as the chief staff liaison to Board committees and task forces that oversee financial and risk management. Recommends agenda items for Board approval. Prepares information and financial data for board agendas and/or the President as requested. Works in close partnership with senior team to help plan, guide, and implement fiscal management strategies (i.e., budget planning, monitoring, analysis, forecast, investments, etc.) that help advance the company mission and integrate with the strategic plan. Forges positive working relationships and partnerships across divisions to develop short- and long-term financial goals. Maximizes productivity from a financial service perspective, ensuring best practices, avoiding unnecessary risk, and promoting effective administrative support and helpful service levels in the areas of the accounting, budget control, payroll, and financial aid/student financial services. Oversees the development, operation, and evaluation of comprehensive accounting and financial record systems that are in compliance with regulatory agencies and other financial advisory organizations and committees. Leverages technology effectively in execution of job duties. Supervises the preparation of annual financial statements and other financial reports. Responsible for all reporting and documentation for tax and/or financing requirements for tax-advantaged bonds, notes, leases, certificates of participation, etc. Oversees annual financial audits and serves as a liaison with external auditors. Ensures compliance, internal control, and the development of timely and accurate financial reports. Provides guidance from a financial perspective on any contracts. Oversees the solicitation, evaluation, and administration of various contracts with outside vendors. Oversees and controls proper management of financial programs including investments, 403(b) funds, insurance programs, risk management policies, and other financial activities impacting budgets. Analyzes, reviews, and commits the company to investments, programs, and insurance policies that assure adequate financial protection and coverage for contingencies. Supervises and evaluates the performance of assigned staff. Evaluates division structure for continual improvement of efficiencies and effectiveness. Recruits, screens, and hires staff reporting to the position. Evaluates employee performance and provides guidance and feedback to staff. Provides individuals with professional and personal growth opportunities where possible. Counsels, disciplines, and/or terminates employees as required. Recommends salary adjustments including raises, promotions, and reclassifications as needed. Performs other related duties as assigned. Must be responsive to work-related phone calls and emails during non-business hours on occasion. Required Qualifications Bachelors degree required with a minimum of 7 to 10 years of related work experience. CPA and a Masters degree in business administration or related field (especially an MBA ) from an accredited college or university preferred. Increasingly responsible experience at the senior management level in a financial services division or the equivalent is highly desired. Evidence of leadership ability in fiscal management.    Expertise in budget development and implementation. Familiarity with a wide variety of financing techniques, financial and ratio analysis, debt management, and investment strategies. Record of significant accomplishment in planning, managing, and implementing major business and financial systems. Strong written and verbal communication skills and the ability to develop and deliver executive presentations. Highly effective organizational and management skills, including the ability to manage a professional staff. Ability to lead and manage a high-functioning department that supports a wide variety of financial services and needs. Must be customer service oriented and seek to maintain positive interpersonal relationships with employees, students, trustees, and other constituencies encountered. Positive attitude and teamwork perspective is essential. Demonstrated ability to work efficiently, cooperatively and collaboratively in a team environment. Comfortable working in a multicultural environment and commitment to fostering an environment of diversity and inclusion. Excellent problem-solving and deductive reasoning skills. Must maintain a learning posture and embrace change and growth individually and institutionally. Expected to participate in annual professional development training.
