Role

Reporting to the Vice President (VP) of Human Resources, the Human Resources Manager will manage all HR operations at the project site. The HR Manager will manage activities relating to staffing, employee education and training, leadership development, employee relations, recruitment and selection, performance and talent management, and compensation and benefits administration.


The HR Manager will also be responsible for developing, recommending, and implementing human resources activities, policies, procedures, and programs for the site and assist upper management as needed.


This position will be based in the town office with frequent travel to the project site and other business sites will be required as needed.


Responsibilities

• Actively partner with Managers and the HR team to drive the development and delivery of HR programs and services to support achievement of the Company’s business objectives and culture.

• Act as the subject matter expert within the site on HR policies, processes and practices that support the regional and corporate direction.

• Consult with management to develop and facilitate initiatives and policies that support employee performance, engagement and retention while maximizing organizational effectiveness.

• Recruit, interview, hire, and onboard new staff for personnel at the site and Winnemucca offices.

• Oversee full lifecycle recruitment process for site personnel; collaborate with departmental managers to understand skills and competencies required for vacancies.

• Develop and enforce consistent interviewing guidelines based on position requirements and assessment of competencies, train and coach managers on effective interviewing techniques.

• Work with the management team to refine site staffing plans and personnel allocation in accordance with project timelines and labor forecasts.

• Manage employee relations activities including hiring, coaching, counseling, mentoring, disciplinary action, career development and progression, conflict resolution, and termination.

• In collaboration with the VP HR, manage the development and administration of the HR department budget; forecast HR related expenditures and manage ongoing allocation of resources, including reporting on budget variances.

• Manage and resolve complex employee relations issues; conduct effective, thorough and objective investigations.

• Guide managers and HR team on problem solving, dispute resolution, regulatory compliance, and litigation avoidance.

• Facilitates compensation surveys and or conducts wage surveys within labor market to determine competitive wage rate and remain apprised of current trends.

• Implement, administer, and communicate site compensation programs to ensure internal equity and compliance with company practices.

• Provide guidance to management on compensation administration practices, policies, and procedures.

• Work with site senior leadership team in identifying critical roles and high potentials to develop a site succession planning model that integrates with the region and corporate talent management programs.

• Work with managers and senior leaders in preparing development plans that align with the talent management processes.

• Oversees the daily workflow of the department, providing day-to-day direction in all aspects of human resources, including supervision of the site HR department.

• Manage performance by setting expectations, conducting performance reviews, providing feedback, and coaching to direct reports; promote and maintain a high performance culture.

• Serves as the designated expert on the interpretation of human resource policy questions and issues.

• Track, maintain and analyze trends and metrics in partnership with the HR department to develop solutions, programs and policies related to employee headcount and turnover rates, diversity, equity, and inclusion (DEI), statistics, and talent and performance management.

• Identify gaps and opportunities to streamline policies, programs, procedures, compensation practices, and the recruitment cycle.

• Partner with the environmental and safety departments on the development and implementation of employee training programs, including worker’s compensation 

and incident management.

• Partner with management on workforce development programs, retention, and other initiatives.

• Other duties as assigned.


Requirements

• Bachelor's degree in human resources, business administration or related field.

• A minimum of eight (8) years of relevant and progressively responsible experience in the human resources field, preferably in mineral extraction or chemical process industries.

• Experience managing a large workforce, preferably in a manufacturing or related environment.

• Master’s degree or MBA, preferred.

• Professional HR certification such as SHRM-CP or PHR, a plus.

• Excellent verbal and written communication skills.

• Demonstrated customer focus, aligning personal goals with the needs of the business.

• Highly effective organizational skills with attention to detail.

• Experience driving strategic programs that deliver results.

• Strong project management and collaboration skills.

• Thorough understanding and knowledge of employment-related laws and regulations.

• Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.

• Strong supervisory and leadership skills.

• Ability to act with integrity, professionalism, and confidentiality.

• Strong interpersonal skills and ability to work with all levels of internal employees and external stakeholders.
