POSITION PURPOSE

The Health, Safety & Environment (HSE) Manager is responsible for leading the health, safety and environmental strategy, teams, and systems for the mine. This position will oversee the development and delivery of health, safety and environmental standards and processes to reduce or eliminate loss and accidents, audit and monitor compliance and adhere to overall company guidelines and local regulations. This role reports to the General Manager and is a member of the site senior management team.

POSITION RESPONSIBILITIES

·       Lead and champion the implementation of the HSE systems at the mine.

·       Provide guidance to the senior leadership team to adopt and implement measures to reflect the priority and focus the company has on health and safety. 

·       Direct the strategies for loss control and safety systems to improve procedures and performance.  

·       Maintain Loss Control / Safety management systems and monitor ongoing compliance. 

·       Maintain the Emergency Response Plan that covers all potential emergencies on site. 

·       Oversee accident and injury reporting, investigation reports, statistical analysis, property damage costs, worker’s compensation claims, and associated costs. 

·       Oversee the mine health services, in collaboration with the Health Superintendent.

·       Manage environmental policies and processes ensuring compliance with state and federal environmental regulations, as well as with local, state, and federal permit and license requirements. 

·       Identify and initiate appropriate environmental studies to facilitate permitting of new projects. 

·       Represent the organization in negotiations with federal, state, and local regulatory agencies regarding permit restrictions and requirements. 

·      Work with federal (MSHA), state, local and company safety / loss control employees to ensure compliance with regulatory laws. 

·       Ensure compliance with all MSHA required training for employees and contractors. 

·      Supervise the activities of the security personnel to protect life, property, and precious metals. 

·       Work closely with the Environment Superintendent to ensure permits received for future mine-plan changes, expansions, process changes, etc. are vetted and can be implemented once issued.

·       Develop and execute strategies to support mine plans with timely delivery of environmental permits.

·       Support Environment Superintendent with strategic advice on reporting to regulators per permit and regulatory requirements.

·       Maintains knowledge of current, impending, and proposed regulations that may affect the mine’s interests, communicates risks and benefits to internal stakeholders.

·      Prepare annual operating and capital budgets for health, safety, and environmental departments consistent with the mine’s established financial guidelines and business planning process. 

·       Provide updates on health, safety, and environmental key performance indicators to inform effective decision-marking and monitor trends.

·       Lead team of direct reports, including providing regular feedback and coaching.

·       Represent the mine at company level in HSE through participation.

·       Any other duties as requested by the General Manager.

 

EDUCATION REQUIREMENTS:

 

Strongly Preferred:

·       BA or BSc in related area.  

Preferred:

·       Additional specialized education of up to 4 years including master’s level degree or equivalent.

YEARS OF RELEVANT EXPERIENCE:

 

Required:

·       10+ years of related work experience in health, safety and environmental.

·       Experience managing a team. 

·       Previous experience in reclamation.

Preferred:

·       Previous mining experience is an asset.

KNOWLEDGE, SKILLS, ABILITIES:

·       Thorough understanding of MSHA and other safety-related regulations.

·       Thorough understanding of federal, state, and local environmental laws and regulations, as they relate to mining operations.

·       Ability to learn quickly.

·       Understanding specific knowledge of ‘multiple use’ land management concepts as they relate to mining, forestry, agriculture, and recreation.

·       Basic knowledge of all phases of mining and milling operations.

·       A working knowledge of the provisions of all environmental permits and regulations.

·       Working knowledge and skills with a PC utilizing word processing and spreadsheet programs.

·       Excellent administrative and organizational skills with the ability to communicate effectively both orally and in writing.

·       Ability to work independently and as a member of the senior management team.

·       Strong verbal, written and analytical skills, the ability to influence others, and the ability to interact effectively with all levels of employees and management.
