Contracts Manager - Defense


JOB DESCRIPTION:


Responsible for leading activities associated with contracting and proposals for major defense programs, pursuing product development, and production of defense products used in defense vehicles. Lead activities from opportunity identification, contract award, execution, and program closeout. Develop contracting plans and supporting proposal plans through contract execution and closeout, for both U.S. Government and International contracts.


Key Responsibilities:


• Lead Capture Team activities to address the proper contract elements.

• Serve as Subject Matter Expert and a resource for Contracts Managers with respect to Allison Transmission Inc. (ATI) policies, ATI procedures, departmental procedures, ITAR/EAR, FAR/DFAR requirements and methods of conducting business with Government personnel.

• Subject matter expert in Government and International contracting

• Subject matter expert in Firm Fixed Price, Cost Plus, Time and Material contracting.

• Subject Matter Expert in Commercial Item determination and procurements

• Develop/report on contract key business metrics/deliverables.

• Lead the process and deliver contractual elements on schedule.

• Travel domestically and internationally as required.

• Negotiate with USG and other Prime Contractors

• Knowledge of Change Modification process

• Contract Close-out

• Manage Contract Invoicing and Receivables

• CDRL/SDRL tracking.

Qualifications: Required:


o Bachelor’s in Business, Law, Finance, or equivalent


Preferred:


o Master’s in Business Administration


Experience Required:


o Minimum of 7 years’ experience

o Government and International Contracting and Proposal development and contracting

o Cross functional / Matrix Organization experience.

o Defense Wheeled and Tracked vehicle experience.

o Defense & Aerospace Contract Management experience

o Product Development and Production experience Preferred:

o Allison Transmission defense product knowledge

• This individual will be highly proficient in the planning and execution of both International and United States Government contracts and will have prior related job experience.
