The Chief Program Officer (CPO) will serve as a critical member of the executive management team. In collaboration with the Chief Executive Officer, the Chief Operating Officer, Chief Financial Officer, and Chief Strategy Officer, the CPO will be responsible for developing, articulating, and implementing the strategic vision and leadership of a $100M+ agency with over 750 employees. Working closely with the CFO and the finance department, the CPO will oversee, develop, implement, and manage program aspects of the annual budget.


The CPO will lead the development, coordination, integration, and delivery of JCCA’s programs and services for children and families. Key program areas include: (1) foster home and preventive services; (2) behavioral health and wellness services; (3) residential services; (4) medical and mental health services; and (5) an array of community-based services.


Key Responsibilities include:


Executive Leadership and Stakeholder Relations

·        In partnership with the CEO and executive management, play a key role in overall development, strategic planning, service delivery, and management of the organization across multiple sites and departments.

·        Develop and maintain appropriate and strategic relationships with varied partners, including, but not limited to city, state, and federal government agencies; health systems; education systems; and managed care organizations.

·        Deploy program department resources efficiently and effectively to advance overarching organizational goals.

·        Work in partnership with other program and development staff to respond to government requests for proposal and ensure the expectations of funders are consistently met.


Program Oversight, Development, and Delivery

·        Oversee the coordination, integration, and delivery of all programs and services; lead internal program audits to ensure standards of practice and quality assurance planning across all program areas.

·        Work with program leadership to align clinical practices within programs across JCCA and to integrate clinicians into front-line decision-making as much as possible.

·        Partner with senior leadership to ensure that JCCA is building a new client base to promote preventive behavioral health and wellness services.

·        Lead JCCA’s efforts to integrate clinical and milieu staff in residential programs.



Team Management and Mentorship

·        Work closely with Program Senior Vice Presidents, Quality Improvement, and Compliance leads to establish program and departmental goals and track results.

·        Advise executive staff, directors, managers, and coordinators on how to proactively engage in planning to improve program management.

·        Directly supervise senior program leadership, maintaining a strengths-based approach to building skills and confidence.

·        Foster a team environment that promote collaboration by clearly communicating vision, implementing staff development plans, and mentoring all staff.


Organizational Values and Culture

·        Create and support a high performing culture in program departments aligned with JCCA’s core values.

·        Coordinate with Human Resources to recruit and retain qualified program staff.

·        Coordinate with executive team, including Human Resources, to create leadership and professional development opportunities for program staff, with an eye toward the values of diversity, equity, inclusion and belonging.

·        Ensure that JCCA’s priority to advance belonging for staff and clients is integrated throughout programmatic decision-making.



The CPO will be a highly experienced leader in programs and services for children. The successful candidate will bring the clinical and operational knowledge, people management expertise, and communication skills needed to drive ambitious program goals, lead a diverse team, and engage a complex network of partners.

Key experience includes:

·        10+ years of executive leadership in nonprofit or government, particularly in a behavioral health and wellness focused entity, overseeing multiple programs or contracts at an organization serving disadvantaged  communities.

·        A deep understanding of client-centric models of care for young people in behavioral health and wellness and community-based services, including foster home, preventive services, and residential care.

·        Knowledge of the complex regulations governing programs in the child welfare and behavioral health systems and the ability to integrate services across regulatory agencies.

·        Significant experience with Federal, New York State and New York City agencies including, U.S. ORR , OMH, NYS DOH, NYC ACS, NYS OCFS, Managed Care Organizations, etc.

·        Experience with medical and psychiatric service provision, including overseeing Medicaid Managed care billing practices.

·        A track record of innovative and data-driven program management and ensuring the highest quality continuum of client-centered care.

·        Experience partnering with finance teams on budgeting, fiscal monitoring, and revenue cycle management.

·        Significant team management, including mentoring senior leaders to work collaboratively to advance and align organization-wide programs.

·        Successful management of the day-to-day program and administrative operations at a large, multi-service organization or similarly relevant experience.

EDUCATION: Master’s Degree in Social Work, Psychology, Education, Public Health, Law, or a related field preferred.


LOCATION: The CPO must be able to spend significant amounts of time on site at all JCCA program sites in New York City and Westchester County, with flexibility to spend some weekend days on our Westchester campus, as necessary.

COMPENSATION: Salary range $240,000-$280,000 commensurate with experience.
