Job Summary


The Enterprise Program Manager is responsible for the comprehensive delivery of change throughout the organization needed to comply with the Inflation Reduction Act (IRA) requirements. This includes changes across apprenticeship, payroll, human resources, training, and labor policies; operational business practices including subcontractor selection and reporting, hiring, scheduling, and training requirements; and software and technology platforms needed to collect data and report on compliance with the requirements.

 

This role reports directly to company leadership and is responsible for influencing senior leaders across the company to identify and manage risks and drive the change needed in a comprehensive way.


Essential Functions


Essential Functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. These functions require a significant amount of time (at least 10%) in the performance of the job.  

·   Identifies and schedules program deliverables, milestones, and required activities and tasks.

·   Develops and maintains detailed program and project plans, timelines, and budgets and communicates progress to stakeholders regularly.

·   Defines project scope, objectives, deliverables, and success criteria in collaboration with key stakeholders.

·   Identifies and manages project risks, issues, and dependencies and implements mitigation strategies as needed, including appropriate escalations and influence up to the executive level.

·   Allocates and manages project resources, including team members, vendors, and third-party contractors.

·   Monitors and reports on project progress, ensuring alignment with organizational goals and objectives.

·   Establishes and maintains effective communication channels with project stakeholders, including senior management, business units, and external partners.

·   Implements project governance and change control processes to maintain project integrity and alignment with business needs.

·   Works with project managers and leads throughout various departments to oversee change in their respective areas.


Qualifications


Education


Bachelor's Degree businessBusiness, Information Technology, or equivalent work experience Required

Certification Project certification Professional Preferred


Work Experience

  • 5 years or more Progressively responsible project and/or program management experience
  • 5 years or more Successfully managing complex and risky projects that include business change
  • 5 years or more Business Unit-facing experience, with sensitivity and commitment to business problem-solving.


Skills

·       Distinctive blend of business, IT, financial, and communication skills. This blend is vital because this is a highly visible position with substantial impact.

·       Good understanding of how to drive change for compliance-based projects

·       Understanding of project management methodologies (PMBOK, PRINCE2, AGILE, ITIL)

·       Management of project scope, schedule, budget, and expectations.

·       Exceptional verbal and written communication skills

·       Expertise in setting and managing customer expectations.

·       Effective influencing and negotiating skills in an environment where this role may not directly control resources.

·       Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.

·       Natural ability to communicate complex issues to non-specialists, manage through influence, and get things done with and through people in a direct, fair, success-oriented way.

·       Detailed-oriented, organized, and able to quickly prioritize while managing parallel projects.
